ATA Carnet

🔓Understand how an ATA Carnet simplifies temporary international movements of eligible goods, how it relates to customs guarantees, and what businesses must do to avoid unexpected charges.

What is an ATA Carnet?

An ATA Carnet is an international customs document that facilitates the temporary admission of eligible goods into participating customs territories.

It can simplify the customs formalities associated with temporarily moving qualifying goods across borders, particularly for:

  • Commercial samples.

  • Professional equipment.

  • Goods intended for exhibitions and fairs.

The document operates within an international framework supported by the World Customs Organization and the International Chamber of Commerce's World Chambers Federation.

The ATA Carnet system is designed to facilitate temporary admission while providing customs authorities with a guarantee mechanism for potential import duties and taxes if the relevant obligations are not fulfilled.

A carnet is not suitable for every shipment. The goods, intended use, participating territories and conditions of the scheme must be checked.

Don't confuse it with

ATA System

The ATA System is the broader international arrangement under which qualifying goods can move temporarily between participating customs territories using an ATA Carnet.

The carnet is the document used to access the system.

Commercial Invoice

A commercial invoice records a commercial transaction and associated information.

An ATA Carnet serves a different purpose: facilitating qualifying temporary movements of goods.

Permanent Import Declaration

A permanent import declaration is used when goods are imported under the relevant procedure for permanent entry or use.

An ATA Carnet is intended for qualifying temporary movements and does not automatically authorise permanent importation.

Why does it matter?

An ATA Carnet can simplify temporary movements by reducing the need to complete separate national customs documents or provide separate guarantees at each border, where the system and applicable rules permit.

It can help businesses:

  • Move professional equipment internationally.

  • Transport eligible samples for business purposes.

  • Exhibit goods at international trade fairs.

  • Reduce administrative complexity.

  • Manage customs guarantees for qualifying temporary movements.

However, the holder must comply with the carnet's terms, the applicable time limits and the requirements of the participating customs territories.

In practice

A company based in Kenya plans to take qualifying demonstration equipment to a trade exhibition in a participating ATA Carnet territory.

Before departure, the company checks whether the goods and destination are covered by the system.

It obtains the appropriate carnet through the authorised issuing arrangements and ensures the equipment is accurately described.

The carnet is presented to customs at the relevant stages of the journey, following the applicable procedures.

After the exhibition, the company returns the equipment within the required period and retains the evidence needed to demonstrate that the temporary movement was properly completed.

What should you check?

  • Does the destination participate in the ATA Carnet system for the intended use?

  • Are the goods eligible?

  • Is the intended purpose permitted?

  • Has the carnet been issued correctly?

  • Do the descriptions and identifying details match the goods?

  • Have the relevant customs formalities been completed at departure, entry and exit?

  • What is the applicable validity period?

  • Who is responsible for ensuring the goods return or the procedure is otherwise properly discharged?

Customs Manager takeaway

An ATA Carnet can simplify temporary international movements of eligible goods, but it does not remove the obligation to comply with customs procedures.

Businesses should verify eligibility, document the goods accurately and ensure that the carnet is handled correctly throughout the journey.
