For years, the low-value import (LVI) relief served as an administrative pressure valve. If a parcel entering the UK was valued at £135 or less, it was completely exempt from customs duties. However, the explosive rise of cross-border e-commerce transformed this minor administrative convenience into a major compliance loophole.  


According to HMRC estimates, an astonishing 1.6 million parcels a day arrive in the UK from overseas sellers. The sheer volume of these imports severely undercut brick-and-mortar high street retailers. Furthermore, the total trade value declared via Bulk Import Reduced Data Set (BIRDS) declarations skyrocketed by over 50%, jumping from £3.8bn in 2023-24 to £5.9bn in 2024-25. By eliminating this threshold, the government is ensuring a level playing field and cracking down on product safety risks.

  • The Transaction Nature: Definitively marking shipments as B2C, B2B, or C2C.  

  • Merchant Product Identifiers: Internal references, such as specific inventory SKUs.  

  • Manufacturer Product Identifiers: Direct traceability codes printed on the physical packaging.

  • International Standardized Identifiers: Verified international barcodes including GTIN, EAN, or UPC data where available.


Sellers and online marketplaces will bear the primary legal responsibility for collecting and remitting these customs duties, likely utilizing structured quarterly payments directly to HMRC.
