Classification Updates (Customs) - HS

Customs classification means determining the chapter, headings or further subdivisions of the customs tariff of your country under which the goods will be classified. The resulting commodity code determines the rate of customs duty of the customs tariff or the non-tariff measures that apply. The jurisdictions we monitor have made decisions, this week, as to what commodity code certain products should obtain.

U.S. Customs Rulings Online Search System (CROSS)

CROSS is a searchable database of CBP rulings that can be retrieved based on simple or complex search characteristics using keywords and Boolean operators. CROSS has the added functionality of CROSS referencing rulings from the initial search result set with their modified, revoked or referenced counterparts. CROSS as a total number of searchable rulings of 212963. The most recent ruling is dated Sep 1, 2023.

Customs Declaration Service (CDS) - UK


UK Customs Declaration Service: Exports will now follow a phased strategy

HMRC announced a phased transition to the deadline to switch to the Customs Declaration Service (CDS) for exports on August 23. This will give firms more time to plan and make sure IT is adequately tested after consulting with industry trade partners.


By Thursday, November 30, 2023, some firms could still be able to begin submitting export declarations through CDS. If this option is available, they will be contacted by HMRC or their software provider for further help and direction.


By Saturday, March 30, 2024, all further export declarations should be submitted through CDS.


Businesses should take the following actions to be ready, if they haven't already:

  • Request a 'GB'-based Economic Operator Registration and Identification (EORI) number. To submit export declarations from your programme to CDS, you must join CDS.

  • To get acquainted with CDS, read our advice, which includes the CDS Toolkit, "Key differences between CHIEF and CDS" instruction, and our overview of UK exports guide.

Advice on Duty Reimbursement Scheme amended

We updated our instructions on how to claim a refund or remission of import duty on 'at risk' commodities brought into Northern Ireland in response to guidance from the United Kingdom. Through this guide, you can determine if you are eligible to apply for a refund or remission of EU import duty paid on products brought into Northern Ireland under the Duty Reimbursement Scheme. Forms E2 and C88 are no longer required when using the Customs Declaration Service, so the section describing what you will need has been updated.

Common customs transit guidance for goods going to and coming from Ukraine

Ukraine joined the EU/CTC Convention on a Common Transit Procedure (CTC) on 1 October 2022. The CTC is a highly efficient tool for easier border crossing and should be used as much as possible to reduce waiting times at customs frontiers. Common transit movements are possible between Ukraine, the 27 Member States of the EU and the Common Transit Countries (Andorra, Switzerland, Iceland, North Macedonia, Norway, Serbia, San Marino, Türkiye, United Kingdom). Changes to GVMS Requirements for Authorised Consignors

Are you or someone you work with a UK Authorised Consignor? An authorised consignor is a person who has been granted authorization to carry out transit activities without presenting the goods at the customs office of departure. New guidelines for the GVMS (Goods Vehicle Movement Service) and the Transit Accompanying Document Movement Reference Number (TAD MRN) entered into effect on August 1st, 2023.

  • Any DUCR (declaration unique consignment reference) numbers that may be covered by the TAD MRN must now be included in the GMR (goods movement record).

  • As a consequence, shipments will be appropriately submitted for customs processing. All Authorised Consignors who rely on their transporters to raise the GMR must be aware of these changes.

  • If you are an Authorised Consignor and you are carrying the things in accordance with one of the following authorizations, you may still use the TAD MRN. This is done in order for the additional checks to confirm that all the items were delivered legally to customs for processing.
