Customs Classification

Customs classification means determining the chapter, headings or further subdivisions of the customs tariff of your country under which the goods will be classified. The resulting commodity code determines the rate of customs duty of the customs tariff or the non-tariff measures that apply. The EU has made decisions, this week, as to what commodity code certain products should obtain.

Anti-Dumping Duty etc

Anti-dumping duty is an import duty charged in addition to normal Customs Duty and applies across a customs territory. It allows countries to take action against goods sold at less than their normal value, defined as the price for ‘like goods’ sold in the exporter’s home market. HS 73: Steel Fasteners from China

With the Commission Implementing Regulation (EU) 2021/970 of 16 June 2021, the EU has made imports of certain iron or steel fasteners originating in the People’s Republic of China subject to registration. Customs authorities must now register imports of certain fasteners of iron or steel, other than of stainless steel, i.e. wood screws (excluding coach screws), self-tapping screws, other screws and bolts with heads (whether or not with their nuts or washers, but excluding screws and bolts for fixing railway track construction material), and washers. These products are currently falling under HS Chapter 73 and are originating in China. The registration expirer nine months following the date of entry into force of this Regulation. All interested parties are invited to make their views known in writing, to provide supporting evidence or to request to be heard within 21 days from the date of publication of this Regulation.

HS 76: Aluminium converter foil

With Commission Implementing Regulation (EU) 2021/983 of 17 June 2021, the EU imposes a provisional anti-dumping duty on imports of aluminium converter foil originating in China. A provisional anti-dumping duty is imposed on imports of aluminium converter foil of a thickness of less than 0,021 mm, not backed, not further worked than rolled, in rolls of a weight exceeding 10 kg, currently falling under HS Chapter 7607 and originating in China. There are some exceptions. The duty rate imposed varies from company by company and can reach almost 30%.

News from DG TAXUD


New eLearning module for Traders: Uniform User Management and Digital Signatures System (UUM&DS): Your passport to EU applications


The European Commission Directorate General for Taxation and Customs (DG TAXUD) is rolling out a new eLearning module to assist traders get up to speed quickly and start taking full advantage of the Uniform User Management and Digital Signatures System (UUM&DS). The UUM&DS system offers to Economic Operators a unified access to a number of supporting IT systems such as UCC Customs Decisions, the Economic Operator System (EOS) - Authorised Economic Operators (AEO), COPIS and the UCC system for Binding Tariff Information (BTI) usage and decision, including central services for electronic submission of declarations. Based on the Union Customs Code (UCC) and produced under the Customs 2020 Programme, the course is designed for Economic Operators and their Customs representatives. Upon completion of the course, they will be able to confidently work with the UUM&DS and carry out delegation, certificate registration and authentication processes within the UUM&DS process flow.

An updated version (v5) of the Guidance document on Rules of Origin of the EU-Vietnam FTA has been published. This update provides guidance on the making out of statements on the origin or the issue of certificates of origin in the case when a consignment is split in a country of transit.

Fehlende Ausgangsbestätigungen bei Ausgangszollstellen in Frankreich mit Bestimmungsland Großbritannien ohne Nordirland (GBR).

Derzeit gibt es ein erhöhtes Aufkommen fehlender Ausgangsbestätigungen bei Ausgangs zollstellen in Frankreich nach GBR. Die Ausgangsabfertigung in Frankreich wird, bei Ausgang via Eurotunnel und Fährverkehr, mittels dem französischen Smart Border System abgewickelt. Fehlerhafte Anwendungen und noch bestehende technische Defizite führen dazu, dass der Ausgang nicht bestätigt wird und der Ausgang alternativ bei der Ausfuhrzollstelle in Deutschland nachzuweisen ist.

Änderungen ab dem 1. Juli 2021 beim E-Commerce

Die neue EU-Dual-Use-Verordnung (VO (EU) 2021/821) wurde am 11. Juni 2021 im Amtsblatt der Europäischen Union veröffentlicht. Heute wurde die neu gefasste Verordnung über eine Unionsregelung für die Kontrolle der Ausfuhr, der Verbringung, der Vermittlung, der technischen Unterstützung und der Durchfuhr betreffend Güter mit doppeltem Verwendungszweck (EU-Dual-Use-Verordnung, VO (EU) 2021/821) im Amtsblatt der Europäischen Union veröffentlicht. Die Verordnung wird 90 Tage nach ihrer Veröffentlichung, das bedeutet am 9. September 2021, in Kraft trete.
