Explanatory Note: The European Commission presented a 80-page plus Power Point Presentation its comprehensive CBAM simplification proposal at the 3rd Informal Expert Group meeting, introducing five key reform areas designed to reduce administrative burden by an estimated 30% while maintaining environmental effectiveness.

Key Simplification Measures:


  • De Minimis Threshold: 50-tonne annual threshold per importer exempts small operators while preserving 99% of emissions coverage, saving €1.1 billion in administrative costs.

  • Streamlined Authorisation: Optional consultation procedures and faster processing for CBAM declarant applications.

  • CBAM Representative Role: Authorised declarants may delegate compliance tasks to qualified representatives with technical and legal expertise.

  • Enhanced Reporting: Annual declaration deadline extended to 31 August, unrestricted use of default emission values, and verification limited to actual values only.

  • Simplified Calculations: Exclusion of downstream processing emissions for selected aluminium and steel goods, and zero emission attribution for EU-produced precursors.

  • Financial Adjustments: Certificate purchases delayed until 2027 for 2026 imports, quarterly holding requirement reduced from 80% to 50%, and introduction of default carbon prices for third countries.

  • Downstream Extension Timeline: Legislative proposal for extending CBAM to downstream steel and aluminium products expected by end-2025, following Q2 2025 public consultation.


Current Applications:


386 applications for CBAM Authorised Declarant status submitted as of 13 May 2025, with Germany (172), Sweden (90), and Spain (16) leading registrations.


Implementation Schedule:


●     Q2 2025: Public consultation launch

●     Q4 2025: Legislative proposal and general CBAM application report

●     2027: Certificate purchase obligations commence
