Introduction
Our Customs Handling of Import and Export Freight (CHIEF) system has identified products for border inspections for over 30 years. HMRC withdraws CHIEF services and the Customs Declaration Service will become the UK's sole customs platform.
The Customs Declaration Service is now required for import declarations.
From 30 March 2024, enterprises must report export items using the Customs Declaration Service.

Summary:
All export declarations are set to migrate from the Customs Handling of Import and Export Freight (CHIEF) system to the new Customs Declaration Service (CDS) .
If you've received confirmation from HMRC or your software developer regarding the transition to CDS for exports, follow the six steps outlined below.
For exporters who haven't received communication yet, completing steps 1-3 is recommended.
**Six Steps to Transition to the Customs Declaration Service:**
**Step 1: Apply for an EORI Number**
Ensure you possess an Economic Operator Registration and Identification (EORI) number beginning with 'GB'. If not, apply for one—it's quick and free.
**Step 2: Subscribe to the Customs Declaration Service**
If you already use CDS for imports or have an EORI starting with 'GB' received via online application, proceed to the next step. Otherwise, subscribe to CDS, which may take up to 5 working days.
**Step 3: Review Guidance**
Familiarize yourself with the Customs Declaration Service guidelines available on GOV.UK, including the communication pack highlighting key differences between CHIEF and CDS.
**Step 4: Coordinate with Your Software Provider**
If your software provider supports CDS for imports and exports, ensure they offer the necessary software products. Link your software to your Government Gateway user ID for declaration authorization.
**Step 5: Access the Trade Dress Rehearsal Service**
Practice submitting declarations using test data through the Trader Dress Rehearsal service. Speak to your software provider for access or utilize HMRC's online service when available.
**Step 6: Start Submitting Live Declarations**
Contact your software provider to initiate live declaration submissions. Refer to online resources and guidelines for assistance, and utilize the secure upload service for supporting documents.
