On 8 September 2025, the European Commission adopted a Delegated Regulation updating the EU dual-use export control list (Annex I of Regulation (EU) 2021/821).

This aligns EU controls with 2024 multilateral export control regimes:

Wassenaar Arrangement (WA),
Missile Technology Control Regime (MTCR),
Australia Group (AG), and
Nuclear Supplier Group (NSG).

The update ensures uniform EU-level controls over emerging technologies, maintaining security while supporting a level playing field for EU businesses.

1. New Controlled Items

Quantum technology: quantum computers, cryogenic electronic components, parametric signal amplifiers, cryogenic cooling systems, cryogenic wafer probers.
Semiconductor manufacturing & testing: Atomic Layer Deposition (ALD) equipment, epitaxial deposition equipment, lithography machines, EUV masks/pellicles/reticles, Scanning Electron Microscopes, etching tools.
Advanced computing components: Field Programmable Logic Devices, electronic assemblies for advanced computing.
Materials & coatings: High-temperature coatings, additive manufacturing powders and inoculants.
Biotech equipment: Peptide synthesisers.
Technical adjustments: Updates to definitions, control parameters, and descriptions for certain items.

2. Timing

The update enters into force after a two-month scrutiny period by the Council and European Parliament. Businesses should monitor the official EU notifications to confirm the exact effective date.
