EU: GSP - Cambodia & Vietnam: Extended Cumulation for bike materials

The EU has allowed an extension to cumulation for certain bike materials under EU GSP rules for Cambodia and Vietnam: Download decision.


The European Commission has issued a decision on a request for extended cumulation between Cambodia and Vietnam under Article 56(1) of Delegated Regulation (EU) 2015/2446. The decision concerns certain materials or parts used in the production of bicycles originating in Vietnam, which are now considered non-originating. Cambodia has requested this to continue access to certain materials or parts used in the production of bicycles originating in Vietnam under extended cumulation. The Commission will take a decision on such a request in accordance with its internal procedures. The request is accompanied by a Joint Undertaking between Cambodia and Vietnam on administrative cooperation to ensure compliance with the relevant rules of origin under the EU-Vietnam FTA and the rules of origin under the GSP with regard to the products exported by Cambodia to the Union.


The European Commission has granted Cambodia the right to use materials or parts from Vietnam for producing bicycles for manufacturing and exporting to the Union under GSP preferential customs duties. The decision was made in accordance with Article 56(1) of Delegated Regulation (EU) 2015/2446, and the competent authorities of Cambodia will submit a quarterly report on the application of the cumulation. The products produced under cumulation will benefit from the general arrangement until the date set in Article 43(3) of that Regulation. The Commission will monitor the evolution of imports resulting from the cumulation and will monitor the evolution of imports resulting from the cumulation.
