What is the goal of the EU Single Window Environment for Customs ?
The EU Single Window Environment for Customs will enable electronic communication between the customs and non-customs sectors, facilitating the exchange of documents and information required for the clearance of goods.
A Framework for the EU Single Window Environment for Customs
The framework legally offers a centralised mechanism to connect the non-customs networks of the Union, which manage non-customs formalities, with the import, export, and transit networks of the Member States.
Meet EU CSW-CERTEX
The system is called EU Customs Single Window Certificates Exchange System (EU CSW-CERTEX).
How will it work?
This system aims to enhance the sharing and processing of data provided by economic operators to customs and non-customs agencies by ensuring that those authorities acquire the original data in real time.

More than 100 import, export, and transit professionals from all corners of the world, including Bulgaria, Hungary, Albania, USA, Canada, Zimbabwe, Azerbaijan, UK, Ireland, and Germany, joined the CEO of Customs Manager Ltd, Arne Mielken, at the start of the new year, on 5 January 2023 to get a walk through the new REGULATION (EU) 2022/2399 establishing the European Union Single Window Environment for Customs and amending Regulation (EU) No 952/2013. The event took the form of a webinar and was free for all.

The EU will expedite customs processes and alleviate economic costs on businesses by improving digital communication among EU border personnel and other agencies unrelated to customs over the next 24 months. Furthermore, with the EU Single Window for Customs, known short as EU CSW-CERTEX, the EU will implement a connected customs-clearing system for European Union. This Regulation, being EU legislation, is immediately applicable in all Member States and must be obeyed.

When will it come into operation?
The EU Single Window Environment for Customs will be gradually deployed over the course of the next 10 years.
The first phase, with a focus on enhancing intergovernmental relations at EU borders, will be implemented by 2025. Customs officials will have the ability to automatically verify that non-customs formalities comply with the rules enforced by associated competent agencies. This verification will lessen the risk of fraud and address any enforcement gaps for non-customs requirements by further guaranteeing that import and export volumes are properly monitored and controlled at the EU level.
The second phase, which is set to start in 2031, will introduce a Business-to-Government initiative to make it simpler for business operators to clear goods coming into and going from the EU.
Benefits of the EU Single Window Environment for Customs
This system will allow economic operators to submit data for each specific policy domain phased in under the EU Single Window Environment for Customs through a single portal in each individual Member State, as opposed to submitting the data separately to the systems of the partner competent authorities and the customs.
Future economic players will benefit from a more streamlined customs clearance process. Most of the present challenges will be eliminated.
What are the customs components of the EU Single Window Environment for Customs?
The EU Single Window Environment for Customs includes Union non-customs systems, national customs single window environments, and the EU CSW-CERTEX system to enable customs-non-customs interaction. National customs systems and Union non-customs systems may communicate information via EU CSW-CERTEX to ease customs clearance electronic administrative inspections.
What are the non-customs systems of the EU Single Window Environment for Customs?
The EU Single Window Environment for Customs will connect EU non-customs systems to EU CSW-CERTEX to exchange data with national single window environments:
Some products need non-custom formalities in health and safety, environment, fisheries, agriculture, market monitoring, etc. For example, imported animals and animal products must be veterinary-inspected by the partner competent authority before customs allows them into circulation to safeguard human and animal health.
So, the EU Member States' import control agencies and economic operators may share data, information, and documents on sanitary and phytosanitary certification through the DG SANTE TRACES web portal.
By linking EU non-customs systems to EU CSW-CERTEX, the EU Single Window Environment for Customs will exchange data with national single window environments.
