🔒 Russian Oil Loophole Dead | Crypto Ban Hits in 4 Days | OFAC's $275M Warning Shot

Export Control & Sanctions Watch

Edition 19 - Week 21/2026

Period Covered: May 15 - May 21, 2026.

Published: May 2, 2026

Summary: This week's briefing provides high-level updates on the UK's expanded ban on Russian oil products, the EU's sector-wide cryptocurrency restrictions, and OFAC's massive $275 million enforcement action, delivering critical supply chain insights for global compliance leadership.

What is the impact of the UK's new third-country oil refining rules?

The United Kingdom has implemented a major structural change targeting the maritime supply chain. Effective 20 May 2026, Regulation 46Z9F officially closes the historical "refined elsewhere" legal loophole. Under these new rules, petroleum products such as diesel, kerosene, and lubricants processed in third countries using Russian-origin crude oil are treated as completely prohibited imports. This means that reliance on a third-country bill of lading is no longer a valid shield against strict liability trade sanctions, which carry severe criminal penalties of up to 10 years' imprisonment.

How must businesses prepare for the upcoming EU cryptocurrency restrictions?

The European Union's regulatory landscape is shifting rapidly from targeting specific platforms to deploying broad, sector-wide prohibitions. Beginning 24 May 2026, all EU persons and corporate entities are strictly prohibited from transacting with any crypto-asset service provider (CASP) established within Russia or Belarus, whether explicitly named on a sanctions list or not. Furthermore, specific digital instruments like the digital rouble, RUBx, and A7A5 are completely banned. Compliance teams must urgently overhaul their automated screening configurations, as traditional entity-name lookups will fail to catch these broad categories before the four-day deadline expires.

What compliance lessons can be learned from the $275 million OFAC Adani settlement?

The US Department of the Treasury’s Office of Foreign Assets Control (OFAC) recently announced an unprecedented $275,000,000 settlement with Indian conglomerate Adani Enterprises Limited. This case serves as a geopolitical billboard warning non-US multinationals that using US dollar (USD) payment channels instantly triggers US enforcement jurisdiction, regardless of where the physical commodities are loaded. Adani routed 32 transactions totaling over $192 million for Iranian Liquefied Petroleum Gas (LPG) through UAE intermediaries, ignoring blatant red flags such as deep-below-market pricing, AIS spoofing, and unexplained changes in vessel identities.
