Let’s be honest: nobody ever joined the logistics industry because they had a burning passion for collecting loose scraps of paper. Yet, for a while now, crossing the France-UK "Smart Border" has felt a bit like a high-stakes scavenger hunt.


Well, the hunt is over. As of 20 April 2026, the Obligatory Logistics Envelope (ELO) is officially moving from "nice to have" to "don’t show up without it."


What’s the deal?

Think of the ELO as a digital "zipper." It takes all your separate declarations—imports, exports, transits, and safety filings—and zips them into one single barcode. Whether your truck is stuffed with luxury brie or is completely empty, the driver just shows one code, it gets scanned, and voilà—they are on the ferry while the guy behind them is still looking for his lost transit form.

How to get "Envelope-Ready"

Implementation is easier than finding a decent baguette in London:

  1. Get an Account: Head to douane.gouv.fr. (Pro tip: the registration is in French, so keep your translation app handy!)

  2. Search "ELO": Once in, find the app. No extra registration is required.

  3. Scan & Go: Consolidate your data and hand that golden barcode to your driver.

The ELO "Need-to-Know" Guide: 11 Questions to Save Your Sanity


1. Is my bike/glider/donkey included? Nice try, but no. The ELO is strictly for the Smart Border RO/RO (Roll-on/Roll-off) crowd—accompanied or unaccompanied trucks, full or empty. If you’re crossing the Channel between the UK and France, you need one barcode per transport unit. No exceptions, no excuses.


2. Who has to be the "Envelope Architect"? Technically, anyone in your logistics chain with a brain and the data can do it. Whether it’s the exporter, the broker, or the logistics manager, as long as they have a douane.gouv.fr account, they can build the envelope. Just remember: the account owner carries the can if things go sideways!


3. Where is this digital craft shop located? It’s free and available right on the French Customs website. You don’t even need an EORI number to get in, though linking your SIRET is a smart move. Warning: The old "logistics envelope" is retiring the day ELO launches—don't try to use the vintage version.


4. What goes inside the envelope? Everything but the kitchen sink. You’ll need the direction (UK-EU or EU-UK), the load status, and all MRNs for imports, transits, and exports. Pro Tip: Don’t put your UK GMR (Goods Movement Reference) in here—they don't play well together. Also, don't sweat the license plate; that’s captured at the port.


5. Can I stalk my truck in real-time? Almost. You can track pairing, embarkation, and (for UK-to-EU) disembarkation. However, the system won't tell you if you've been "voted off the island" to the Orange Lane until you arrive. It’s a tracking tool, not a crystal ball.


6. Does it tell me my "Lane Fate"? As mentioned above: No. The ELO creator won't see the Green/Orange routing via the app. That’s a surprise waiting for the driver at the border.


7. What happens if I mess up? A "fat-finger" error could land your truck in the Orange Lane for a very long, very boring customs check. Worse yet, if you’re caught submitting "creative fiction" instead of facts, French Customs can nuke your account and bring in the lawyers. Accuracy is your best friend.


8. Does an ELO live forever? If only! An unpaired ELO has a 31-day shelf life before it’s purged. Also, make sure the declarations inside the envelope haven't expired before the truck reaches the ferry. You can export a spreadsheet of all your envelopes to keep your "digital filing cabinet" tidy.


9. Can I change my mind at the last minute? Yes—right up until the moment the driver hands the barcode to the guy at the booth (the "pairing" stage). Once that laser hits the paper, the envelope is sealed shut. No edits, no backsies.


10. Do I have to type this all manually? Not if you’re a tech wizard. There’s an API/EDI interface for the pros who want their systems to talk directly to French Customs. It’s the "autopilot" version of border compliance.


11. How does it play with the other "Alphabet Soup" (ICS2/SI Brexit)? Think of ELO as the final wrapper. First, you do your homework in Delta G/T or ICS2 (Safety & Security). Then, you tuck those references into the ELO. It doesn't replace the SI Brexit system; it just adds a shiny new interface to make sure your paperwork actually exists before the truck gets stuck in traffic.
