The UK's Border Target Operating Model's import risk categories for plants, animal products, live animals, and plant products imported into the United Kingdom have been established.
From 31 January 2024, to import live animals or animal products from the EU and European Free Trade Association (EFTA) states into Great Britain or from Non-EU, you’ll need to:
find the Border Target Operating Model (TOM) risk category for the commodity you’re importing
follow the sanitary and phytosanitary (SPS) rules for that import risk category
If you import live animals, animal products, plants or plant products into Great Britain, you can check the risk level of your commodity now.

Find the risk category for your product if you import plants, fruit, vegetables, cut flowers, trees or use agricultural machinery. If you cannot find the risk category for your product, contact the APHA imports team.

III Risk categories for imports of Animals and animal products in the EU and non-EU
Find the risk category for your product if you import live animals, animal by-products, high risk food and feed not of animal origin, products of animal origin, composite products or pet food.
If you cannot find the risk category for your product, contact the APHA imports team.
