Change to the implementation date for NCTS5
The Common Transit Convention (CTC) authority has recently announced that the transition period for switching to the New Computerised Transit System Phase 5 (NCTS5) has been extended. This decision was made due to a number of countries requiring more time. As a result, HMRC has decided to push back the deadline for implementing NCTS5 in the UK. The new implementation date is set for 1 July 2024. Until then, it is recommended that you continue using the existing NCTS system. The HMRC Trader Test environment will remain open and will switch to the Transitional mode on 11 October 2023, as planned. If you are building software, you should continue with development and testing to align with the revised implementation date.

1) The 72nd Session of the Harmonized System Committee concluded successfully on October 12, 2023.
The meeting was chaired by Mr. Alvaro Fernandez Acebes from Spain. The Chairperson announced that the review cycle has been extended until 2028, with the next edition of the HS officially implemented on January 1, 2028. The extension was a result of the pandemic’s impact on the negotiation cycle.
The Committee approved 9 amendments to the HS2028 Nomenclature or the Explanatory Notes, 3 amendments to the HS2022 Explanatory Notes, 20 new Classification Opinions, and 36 new classification decisions. We will update our blogs as soon as documents are available:
