The past week brought major trade and customs developments across the EU and UK, with important implications for businesses navigating compliance and market access.

EU Steel Protection Plan: The European Commission unveiled a proposal to cap tariff-free steel imports at 18.3 million tonnes and double out-of-quota duties to 50%, tackling global overcapacity ahead of the 2026 safeguard expiry.
UK Trade Remedies: The UK Trade Remedies Authority updated guidance on investigation procedures for dumping, subsidies, and safeguard cases, enhancing transparency and stakeholder engagement.
Ceramics ADD Renewal: The EU re-imposed definitive anti-dumping duties on Chinese ceramic tableware and kitchenware for five years, with duties up to 36.1% to protect 20,000 EU jobs.
Ethyl Alcohol “Reality Check”: DG TAXUD hosted a stakeholder session revealing cross-border inconsistencies in excise exemptions, with businesses calling for greater harmonisation in flavour and pharmaceutical uses.
EU–Morocco Negotiations: The Council authorised the Commission to renegotiate trade preferences for Western Sahara goods under the EU–Morocco Association Agreement, ensuring compliance with CJEU rulings on consent and benefit.
EU–Mercosur Safeguard Mechanism: The Commission proposed a rapid-response safeguard system to protect EU farmers from import surges and price drops once the EU–Mercosur deal takes effect.
Greenland’s Strategic Role: In Strasbourg, Premier Jens-Frederik Nielsen stressed Greenland’s critical minerals, renewable energy, and Arctic stability role in strengthening EU–Greenland cooperation.
CJEU VAT Ruling (C-101/24): The Court confirmed that app stores acting in their own name are deemed VAT suppliers under Article 28 of the VAT Directive, exempting developers from duplicate VAT liability.
HMRC CDS Updates: HMRC issued major updates to CDS Appendices 1–5, refining procedure codes, AI statement codes, and document references to improve accuracy in import and export declarations.
Export Control Forum 2025: The European Commission announced the Brussels Export Control Forum for 14 November 2025, convening policymakers, industry, and academia to align export controls with tech and security goals.
Goods Movement Validation: HMRC updated GVMS guidance for validating Goods Movement References (GMR), requiring carriers to verify and report movements before departure to prevent port delays.
