The Customs Watch UK: Edition 27

šŸ” VAT Trapdoor Snaps Shut | Commodity Codes Rewritten | Steel Quota Exhausted

The Customs Watch UK

Summary: HMRC has introduced a series of significant customs and tariff updates affecting commodity codes, VAT treatment, steel safeguard quotas and customs declaration procedures. Several changes apply retrospectively or take immediate effect, meaning businesses may already have declarations at risk of rejection or additional duty exposure. This week's Customs Watch UKĀ explains the developments importers, exporters, customs brokers and trade compliance professionals should address without delay.

VAT Trapdoor Closes for Seven Chemical Codes

HMRC has confirmed that Standard VAT now applies to seven Chapter 29 commodity codes, with an immediate operational consequence.

Businesses that have already pre-lodged declarations must amend them before goods arrive in the UK. Failure to do so may result in declarations being rejected automatically by CDS.

For importers of chemical products, this is one of the week's most time-sensitive compliance actions.

Commodity Codes Quietly Rewritten

Several commodity codes covering Chapters 28, 29, 84 and 85Ā have been created, withdrawn or absorbed into successor codes.

Some of these changes apply retrospectively, meaning declarations submitted months ago could now reference obsolete codes.

Businesses should review customs classifications, ERP systems and customs software to ensure they reflect the latest tariff structure.

Steel Quota Exhausted

The safeguard quota for stainless steel wire rod (Quota 058633)Ā has been exhausted.

Declarations continuing to reference the quota may now default to the full safeguard duty, increasing import costs immediately.

Importers should review sourcing strategies, landed-cost calculations and customs declaration instructions before future shipments arrive.

Customs Procedures Continue to Evolve

Beyond tariff and commodity code changes, HMRC has also updated:

  • Import declaration legal notices

  • Export declaration legal notices

  • Northern Ireland duty reimbursement guidance

  • Postal operator approval procedures

  • Duty suspension classifications

  • Northern Ireland trade guidance

While some changes are procedural, together they reinforce the importance of continuously monitoring customs developments rather than relying on periodic reviews.
