1. URGENT: EU Auto Tariffs Hit 25%
The Threat: The administration announced that tariffs on EU cars and trucks will increase to 25%, citing the European Union's failure to comply with an agreed-upon trade deal.
The Complexity: Currently, no HTSUS product codes, Chapter 99 codes, CSMS messages, or Federal Register implementation notices are provided.
What to Do: Importers are advised to wait for official filing instructions before changing their entry treatment, but they should model and stress-test the 25% tariff risk on landed costs.
PRO Plan Benefit: PRO subscribers can download this edition of The Customs Watch USA to read deeper expert commentary on how to adjust supplier contracts and prepare for supply chain shifts.
2. URGENT: IEEPA Duty Refunds via CAPE
The Process: CBP has deployed CAPE Phase 1 in the ACE portal, allowing importers to claim IEEPA duty refunds via bulk CSV declarations.
The Risk: Of the 75,300 CAPE declarations submitted, over 2.1 million entries were rejected during entry validation.
What to Do: If your CAPE declaration returns an error such as "UNABLE TO CALCULATE DUTY" or "HTS RELATIONSHIP/SEQUENCE MISMATCH", do not assume the refund is lost. Review your tariff sequencing, liquidation status, and AD/CVD flags.
PRO Plan Benefit: PRO Plan subscribers can download this edition of The Customs Watch USA to access our full error-handling guide and accelerate their 60-to-90-day cash recovery.
3. URGENT: The Section 232 Non-Metal Code Trap
The Change: HTSUS Revision 7 adds Chapter 99 subheading 9903.82.01, effective retroactively from April 6, 2026.
The Applicability: Filers must use this code for goods listed in U.S. note 16(c)(i) to (x) that do not contain aluminum, steel, or copper.
The Risk: Missing this code results in overpaid duties and exposure to entry review.
PRO Plan Benefit: PRO Plan subscribers can download this edition of The Customs Watch USA to find step-by-step audit strategies for identifying and recovering unnecessary duties paid since April 6, 2026.
