This week’s Special Report examines the U.S. Affiliate Ownership Rule, where BIS has expanded compliance obligations by automatically extending restrictions to affiliates of listed parties, a change expected to generate hundreds of new licence applications each year.
AML & Financial Crime EBA reported that 92% of EU banks already deploy AI in AML/CFT monitoring, fraud detection, and digital onboarding, while Eurojust dismantled a Franco-Italian network laundering €30m via gold bars. FINTRAC fined KuCoin C$19.6m and Spence Diamonds C$264k for AML failings, spotlighting tougher enforcement across digital assets and traditional finance.
Export Controls Commerce rolled out compliance guidance for the Affiliate Rule, with BIS estimating 290 new annual license applications. EU export frameworks remain aligned, while DDTC’s curtailed services highlight vulnerability to regulatory shutdowns.
Sanctions – European Union Council prolonged Nicaragua sanctions until 15 October 2026 and updated listings against Rosario Murillo and Juan Valle. EU also adjusted Gulf diplomatic mandates and expanded measures against Iran in light of JCPOA non-compliance.
Sanctions – United Kingdom HMG updated its online Russia trade and transport sanctions database and issued amendments to Russia-related licences. OFSI continues refining guidance and exceptions under the Russia regime.
Sanctions – United StatesOFAC updated its SDN list with new Iran-related designations, while BIS added affiliated entities through the 50% rule. Treasury also modified existing listings, tightening controls over Iran’s defence procurement networks.

Iran: Snapback of UN sanctions triggered by JCPOA non-performance, with EU reimposing all nuclear-related measures. OFAC’s coordinated designations target suppliers across China, Germany, Portugal, and Turkey.
Moldova: Case T-343/24 challenges EU listings; applicant contests Council measures linked to Ilan Shor associations.
Russia: UK refreshed its sanctions exceptions and amendments; EU adjusted restrictive measures.
Nicaragua: EU extended regime by one year, reaffirming human rights grounds.
