What is the Duty Reimbursement Scheme?
The Duty Reimbursement Scheme (DRS) is a UK government initiative launched in 2023. It allows commercial traders to reclaim customs duties previously paid on "at risk" goods entering Northern Ireland (NI). To successfully secure a reimbursement, businesses must present verifiable evidence proving that the goods either remained within NI, moved back to Great Britain (GB), or were exported to a non-European Union (EU) and non-UK country.
How Do the May 2026 DRS Changes Work?
In early 2026, the Government laid the Customs (Northern Ireland) (EU Exit) (Amendment) Regulations 2026. This legislation directly implements feedback from the Independent Review of the Windsor Framework to tackle administrative friction.
The update introduces two critical structural mechanisms designed to simplify how claims are processed:
CDWS Replenishment Link: Businesses using de minimis state aid under the Customs Duty Waiver Scheme (CDWS) can now automatically "top up" their waiver balance. When a successful DRS claim is processed on those same goods, the used balance is replenished.
Interchangeable Goods Mechanism: This removes the strict, highly frustrating "1-for-1" tracking evidence requirement. If items are proven to be fundamentally interchangeable, claims can be made on goods stored and mixed together in a single inventory. What is the Timeline for Retrospective DRS Claims?
The official operative date for these updated DRS rules is 26th May 2026. However, because government systems love a retrospective scramble, businesses can submit claims for historical trade movements.
If your business moved goods between 2021 and 2023, you must act fast: the hard deadline to submit these retrospective claims is the end of June 2026. Official GOV.UK guidance pages, claim forms, and the Trader Support Service (TSS) bulletins are being updated concurrently to reflect these changes.
