EU: 2025 Consolidated list of Classification Regulations

The European Commission has published an updated list of all "Classification Regulations" that are valid as of 1 January 2025. These rules help determine how goods should be classified under the Combined Nomenclature (CN), which affects customs duties and trade procedures.
Since CN codes change every year—and the Harmonised System (HS) is reviewed every five years—some older regulations refer to outdated codes.
To make things easier, the updated list now shows the current CN code that should be used for each regulation.
This is a big step forward in simplifying customs processes. It helps businesses classify their goods correctly and supports EU countries in applying the rules consistently.
Overall, it reduces confusion and cuts down on administrative work.
