Restrictions on Individuals and Entities: What's the current count?
Altogether, EU restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine now apply to almost 1,950 individuals and entities.
What is the consequence of being listed?
Those designated are subject to an asset freeze and EU citizens and companies are forbidden from making funds available to them. Natural persons are additionally subject to a travel ban, which prevents them from entering or transiting through EU territories.
Sanctions on individuals consist of travel bans and asset freezes. Sanctions on entities consist of asset freezes.
Travel bans prevent listed individuals from entering or transiting through EU territory by land, air or sea. Asset freezes mean that all accounts belonging to the listed persons and entities in EU banks are frozen. It is also prohibited to make any funds or assets directly or indirectly available to them.

EU adds the largest diamond-mining company in the world to sanctions list
Pavel Alekseevich MARINYCHEV, CEO of Alrosa and Alrosa is a state-owned company operating in Russia, which is specialised in the exploration, mining, manufacture and sale of diamonds. Alrosa is the largest diamond-mining company in the world. They are Russia's biggest diamond producer, accounting for over 90% of output. This follows the 1 January 2024 prohibition on non-industrial natural and synthetic diamond imports from Russia.

The December 18th 2023 listings target primarily the military and defence sectors.
Military
The EUis listing more than 40 companies taking part in the Russian military-industrial complex, 7 Russian private military companies and one of their founders, 12 Belarusian individuals involved in the military support to Russia’s war against Ukraine, and further Russian officials and Russian businesspersons in the defence sector.
Economic Sectors
Furthermore, restrictive measures will apply to important economic actors:
AlfaStrakhovanie Group, one of the biggest insurance companies in Russia,
Rosfinmonitoring,
the Federal Service for Financial Monitoring,
four telecom companies in the territories of Ukraine that Russia has temporarily occupied:
LLC Mirtelecom,
LLC SC Lyukstrans,
JSC Krymtelecom, and
JSC Beto and
further Russian businesspeople.
Politics
Among the listed individuals and entities, there are also
14 members of the Central Election Committee of the Russian Federation, and
2 members of regional committees which have been responsible for organising illegal referenda in 2022 and the so-called illegal elections in September 2023 in the territories of Ukraine that Russia has temporarily occupied, along with
those responsible for the military re-education of Ukrainian children, including the movement “Volunteers of Victory, the Avangard Center and the Crimea Patriot Centre.
Circumventing Sanctions Listings
Lastly, listings will also cover the Russian IT sector, 2 entities and 2 individuals responsible for circumventing EU sanctions, as well as actors spreading disinformation and propaganda in support of the Russian war of aggression against Ukraine, including Tsargrad TV Channel, and Spas TV Channel, Russian propaganda media outlets.
Listing Criteria Expanded: Forced Over Take Over of EU companies
The Council also extended the listing criteria to include individuals and entities responsible for the forced take-over of EU companies established in Russia, and those benefiting from it.
Deceased Persons' Assets
Moreover, the Council set out the conditions for the possibility of maintaining deceased persons on the list if it considers there is a likelihood that the assets concerned would otherwise be used to finance Russia’s war of aggression against Ukraine or other actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine.
Notable listed entities on EU Sanctions' List
The list of sanctioned Russian persons and entities is constantly reviewed and subject to periodic renewals by the EU. Sanctioned individuals include:
Vladimir Putin
Sergey Lavrov
Viktor and Oleksandr Yanukovych
members of the Russian State Duma
members of the National Security Council
ministers, governors and local politicians
high-ranking officials and military personnel
commanders of the Wagner group
businesspeople and oligarchs
pro-Kremlin and anti-Ukrainian propagandists
The list also includes individuals responsible for or involved in the:
atrocities committed in Bucha and Mariupol
missile strikes against civilians and critical infrastructure
deportations and forced adoptions of Ukrainian children
recruitment of Syrian mercenaries to fight in Ukraine
manufacture and supply of drones
The list of entities includes:
banks and financial institutions
companies in the military and defence sectors
companies in the aviation, shipbuilding and machine building sectors
armed forces and paramilitary groups
political parties
the movement 'All-Russia People’s Front'
media organisations responsible for propaganda and disinformation
the Wagner Group, a Russia-based private military entity
RIA FAN, a Russian media organisation
The EU has included certain Russian-controlled entities based in Crimea or Sevastopol that were annexed illegally in the sanctions list to prevent circumvention.
Individuals who are subject to sanctions will have their travel restricted and assets frozen, while entities will only have their assets frozen. Travel bans will prevent listed individuals from entering or transiting through EU territory by land, air or sea. All bank accounts belonging to the listed individuals and entities in EU banks will be frozen, and making any funds or assets directly or indirectly available to them is also prohibited. This is to ensure that their money cannot be used to support the Russian regime and that they cannot seek refuge in the EU.
