On September 24, 2021, the European Commission started an anti-dumping investigation into imports of electrolytic chromium-coated steel (called "ECCS") from China and Brazil. It sent out a NOI (the Notice of Initiation). The person who filed the complaint, EUROFER, did so on August 13, 2021. The complaint showed dumping and harm, so an investigation was needed. A temporary anti-dumping tax is put on flat-rolled iron or non-alloy steel products from China and Brazil that are plated or coated with chromium oxides or with chromium and chromium oxides. These products are also called electrolytic chromium coated steel products. All of the Union industry was made up of three companies: ArcelorMittal Atlantique et Lorraine (France), ArcelorMittal Etxebarri S.A. (Spain), and ThyssenKrupp Rasselstein GmbH (Germany). The Commission found that another Union ECCS maker was Acciaierie d'Italia. Article 5(4) of the fundamental Regulation says that the complaint was filed by the Union industry because the complainants made up 85–95 percent of the production and sales in the Union industry.
A provisional anti-dumping duty is therefore put on imports of flat-rolled iron or non-alloy steel products that have been plated or coated with chromium oxides or with chromium and chromium oxides. These products are also called electrolytic chromium coated steel products and come from China and Brazil. Currently falling under CN codes 7210 50 00 and 7212 50 20
ICS Phase 2 coming next year
Import Control System 2 (ICS2), the second edition of the European Union's customs pre-arrival security and safety programme, will go online on March 1, 2023. It has an impact on all items delivered by air. Economic operators must take many actions to ensure that their IT systems are ready on time.
Who?
Postal operators, express and air carriers and freight forwarders.
When?
The second release becomes effective on 1 March 2023.
How?
Operators have to complete the ENS dataset for all goods in air transport.
More precisely: All goods transported by air in postal, express and general cargo consignments will be subject, in addition to pre-loading filing requirements, to complete pre-arrival ENS data requirements.
Further ICS2 project documentation for Release 2 can be consulted here.

Upcoming Education for Members
Customs Valuation is the training focus for us in June 2022
Learn about the Customs valuation throughout June. CV is used to assess the worth of products when they undergo different customs operations such as import, export, warehousing, and inward processing. The customs value is required to calculate the right quantity of any product. Imported items must pay customs tax.
In most circumstances, customs duty is imposed as a proportion of the value of the imported items - this is known as "ad valorem duty." The customs value must first be determined in order to compute the amount of duty due. To better understand customs valuation, join us in June for an online training programme. Learn the fundamentals of customs valuation in less than 30 days.
And - Because our sessions aren't location-specific, it doesn't matter whether you study them in Europe, the United States, or any place else in the globe.
The schedule members can follow at no additional charge is as follows:
Kick-off event for the new Customs valuation on June 1st at 5pm GMT.
Valuation Methods - June 8th, 5 p.m. GMT
Valuation of goods free of charge + additional charges - June 15th, 5 p.m. GMT
Practical valuation examples - June 22nd, 5 p.m. GMT

EU Customs Classification Quiz - INVITATION TO A ZOOM call
Every once in a while, the EU issues classification decisions. Just like this week! They are helpful for the trade community in creating a best practice classification argumentation and to check if you had reached the same commodity code. This is why we run classification quizzes and talk our members through difficult cases. Together we can crack customs classification.
The EU has classified a shower-bath. If you would like to challenge your teams on this one without giving the answer away, here is the way to do it: https://www.customsmanager.org/post/classification-challenge-can-you-customs-classify-this-shower-bath. Can they get to the same answer as the EU? We go through this and other examples to help upskill teams worldwide on classification:-) or jump to the Decision here
Join us to discuss this and other EU classification decisions.
