Summary: From reform proposal to binding law. The publication of Regulation (EU) 2026/2108 changes the status of the EU customs reform.This is no longer simply a proposal for a future customs system. The new Regulation has been adopted and published. It establishes the revised Union Customs Code and the European Union Customs Authority, while repealing Regulation (EU) No 952/2013. For customs professionals, the important question now changes from: “What might the reform look like?” to: “How do we prepare for the legal and operational model that has now been adopted?”
