Rules of Origin do not have to be complicated. A new automation tool, ROSA, promises swift help with automation. But how useful is the tool really?
Watch out 20+ minute explainer video
Watch our explainer and reaction video to ROSA - the EU's self-assessment tool for rules of origin.
Download the EU's Presentation on the Access2Markets service (including ROSA)
There was a meeting of the EU Commission on the Access2Markets tool in which the EU Commission used the following slides to provide updates and information. Download this information now.
So, what is ROSA?
ROSA is a one-stop shop for rules of origin for your product under the EU trade agreements listed above. ROSA is free and easy to use!
How does it work?
Go to My Trade Assistant on the DG Trade website:
the country of export
the country of import
and click search.
The results you see are, for example:
A very nice display of how the commodity code gets "constructed", with perfect indentation.
How can I see the Rules of Origin?
Scroll down and click on ROSA on the left.
In order to qualify for the lower or zero preferential tariffs under the EU-UK Trade and Cooperation Agreement, the product must originate in the EU or the United Kingdom. Rosa can be used by both exporters/producers and their suppliers to assess whether this product fulfils the rules of origin and can therefore be considered as originating.
What will ROSA show me?
ROSA gives you
the rules of origin for your product under each agreement
a step-by-step check-list to see if your product meets the criteria for preferential rules of origin treatment
an explanation of rules of origin requirements and terms
direct access to legal texts
a tailored self-assessment report based on your answers that you can download or print
an overview of rules of origin procedures.
What will ROSA show?
It is quite impressive what Rosa can do. Not only will it show the relevant product-specific rule to meet, but it will also explain what these rules mean, with practical examples.
Flexibilities and Requirements
Even all the other rules are considered, step by step
How to document that the product is originating and transport it correctly
All other rules, including how to prove origin are considered
Results of self-assessment
After completion of the above points in the form, the trader can get an assessment of origin on their product.
Please note ROSA has much more functionality, and we will be going through all of this on the 29th January 2021 in our Origin training.
