European Union: Model Export Health Veterinary Certificates

Exporters of animals and animal products must get a health certificate from competent authorities in the country of export. Before the animals may be exported, an official veterinarian must certify that they meet all the standards. This means that the competent US authorities should generate the health certificate for exporters using the applicable model health certificate as a template. All the import requirements for animals and animal products in the EU are covered by the model health certificates.


The TRACES system for the EU will be used for reporting and document preparation that the certificates have been issued. This document can be created by operators on their own and presented to the official veterinarian. The certificate is with the animals the entire time they are transported.


The below law are rules regarding health certificates required for entry into the EU as well as within the EU, animal health/official certificates based on Regulations (EU) 2016/429 and (EU) 2017/625.


This Regulation establishes model certificates for movements between the Member States of consignments of certain categories of terrestrial animals or germinal products thereof. This Regulation also establishes model declarations for the movements within the Union and for the entry into the Union of certain categories of terrestrial animals.
