Dear Colleague,

Welcome to the thirteenth edition of The Customs Watch EU & UK !

Reciprocal Tariffs on Liberation Day tomorrow are no April Food’s Day joke! Europe and the UK needs to brace themselves for a new wave of tariffs – with the EU’s decision to postpone implementation of the counter tariffs by two weeks – and the UK favouring negotiation – April will be be interesting. We look at what’s to come at this edition of the Customs Watch EU & UK.

In other news, European Union, the Commission has launched a series of decisive trade remedy actions and we cover them all in this edition of the Customs Watch Eu & UK. These are not marginal tweaks—they are strategic shifts to control market access and reassert industrial resilience. Let’s explore.

In the UK, the Trade Remedies Authority (TRA) has expanded its review of product specific safeguards after the industries alarm over quota saturation and declining demand. The TRA is now digging deeper—get the facts, the public file deadline, and why this matters for importers, find out in this edition.

On the operational side, HMRC has released several important updates to customs documentation under CDS:

● A new national document code for deferment authority

● Updates to Union and licence type codes, including the removal of obsolete entries

● Clarification on correct sequencing and waiver declarations

We’ve all summarised for you in this edition of The Customs Watch EU&UK.

GB–NI movements remain high on the radar. HMRC has updated its Windsor Framework resource pack, adding new webinars, parcel checklists, and guidance for businesses trading under the new model from 1 May 2025. Don’t miss our walkthrough in this edition of The Customs Watch EU&UK.

On the multilateral stage, the WTO and WCO are addressing emerging systemic issues. The WTO continues its scrutiny of global trade fairness amid structural imbalances, while the WCO’s 59th TCCV session adopted Advisory Opinion 26.1—clarifying customs valuation rules for cryptocurrency-based transactions. This is a vital step in aligning traditional customs practices with new payment technologies and digital trade flows.

Finally, don’t miss the new surveillance measures on chemical imports and the revocation of UK anti-dumping duties on chamois leather. These updates may seem niche but have strategic consequences for sectors like automotive and industrial manufacturing.

Let’s get into it—have a great read!
