I am so glad you're reading this update on the recent developments in customs law, policy, and guidance in the EU, UK, and U.S. from last week.

So what can you expect from this week's edition?


All eyes are now on Abu Dhabi for the WTO's MC 13:


  • We look at the multilateral Moratorium on Customs Duties on Electronic Transmissions, which aims to prevent the imposition of customs duty on "goods" exchanged internationally in electronic transmissions. International partnerships are pushing for the extension of this temporary suspension - and I am a strong supporter of the extension. What about you? We explore this further in this edition of The Customs Manager as global alliances are formed to preserve it.

  • Recently, WTO DG Okonjo-Iweala acknowledged the challenges members are encountering in securing a set of outcomes for MC13, but expressed confidence in members' ability to deliver. This edition of the Customs Manager allows you to dive into WTO MC13 topics like fisheries subsidies, reforming dispute resolution, and extending the e-commerce embargo. Have you followed Indonesia's WTO case against the import duties on fatty acids imposed by the EU?

  • Now focusing on the WCO - the organisation has also been quite engaged. They have recently released new class decisions, updated their Classification opinions, and explanatory notes. This information is valuable for individuals working in customs, as it covers various products that have been classified, including newer ones. We address this in the latest edition of The Customs Manager, and you can download the WCO classification documents immediately.


As always, we cover all the policy, law, and guidance changes of the EU, UK and the U.S. - none of which any customs manager can afford to miss.


  • Specifically, in this edition, we discuss the EU's anti-dumping duty on ceramic tiles from China and the two new custom classifications on hair colour swatch books and projectors with tuners. The UK has also implemented tariff changes, which you can find in this edition.

  • You can quickly access the latest UCC amendments proposed by the European Parliament in the draft Union Customs Code report, available for download from our edition.

  • The UK Government has unveiled an agreement to revive the Northern Ireland Assembly and Executive, which have been experiencing limited functionality since February 2022. The agreement was released in a Command Paper named 'Safeguarding the Union'. Let's have a closer look at the updated Windsor Framework and its implications for retailers bringing products to Great Britain without an EU label. Discover the latest proposals for the 'UK Internal Market Lane' as an alternative to the current "green lane" for goods moving into Northern Ireland from Great Britain.
